Is hunger a mental thing?

i took a month-long break after losing 100 lbs and i ate 2000 maintenance calories. but today i dropped to 1500 to lose the last few lbs but ive been having hunger pangs all day. im eating very healthy. whole wheat, eggs, chicken, veggys, and fruit. i am eating well, so why the hunger pangs? is it a mental thing?
